Homosexuals are allowed to enter into marital pacts (religious marriages) with one another and thus allowed to have sexual relations.
However, everyone is bound by the legal system of their country. Some countries prohibit the practice and prohibit legal marriage between homosexuals.
The only mention of homosexuality in the Quran is in the verses related to Lot. There is no commandment from God directly to Muhammad to forbid homosexuality among his followers.
In Quran 11:78, a story is mentioned where angels were sent to Lot’s house pretending to be handsome male guests. The residents of Sodom and Gomorrah insulted Lot by showing interest in his male guests instead of his daughters. Lot was very critical of the residents of Sodom and Gomorrah, even getting annoyed at their landmarks and castles. Islamic clerics often use Lot’s story to claim that homosexuality is a sin in Islam. If this were the case, homosexuality would have been mentioned the way murder is:
And whoever kills a believer intentionally, their reward will be Hell—where they will stay indefinitely. Allah will be displeased with them, condemn them, and will prepare for them a tremendous punishment.
Quran 4:93
It is worth noting that the residents of Sodom and Gomorrah used homosexuality to impose their authority over people. Instead of accepting a female as tribute and allowing the traveler to save face, they demanded a male. Getting sodomized was a sign of submission.
